- Turning to the area of foreign policy, we find that the use of the word mabeberu, to describe any nation whose policy conflicts with that of Tanzania, is common in newspapers. Mabeberu (meaning literally 'he-goats' with the political connotation of 'oppressive and aggressive') is used to refer to the United States Government and the former colonial governments when they are supporting policies which the Tanzanian Government opposes.
