1. to pick and choose, to have one's pick; to (be able to) choose freely between many options

   Med sin smukke krop kunne hun vælge og vrage, hvad angik elskere.

     But the intent was, that the people should itself be able to pick and chooose its representatives, who would then determine the governing, government etc. of the country.
