гу́чны (húčny, loud) +‎ -а- (-a-) +‎ гаварыць (havarycʹ, speak) +‎ -цель (-cjelʹ, -er), a calque of English loudspeaker. Compare Russian громкоговори́тель (gromkogovorítelʹ), and more distant Lithuanian garsiakalbis, Ukrainian гучномо́вець (hučnomóvecʹ).
