Most probably composed of فرمان (farmân, command, order) +‎ دار (-dâr, suffix indicating ownership). Or from Middle Persian [script needed] (plm't'l' /⁠framādār⁠/), the additional 'n' phoneme before the suffix could be explained by influence from فرمان (farmân, command, order).
