I've also occasionally heard colloquial use of the word more broadly to refer in an offhand way to any dark-skinned or non-white people, especially people of Middle Eastern, South Asian, or Latin American descent, but also African. I don't know how common this usage is overall; it may have just been a peculiarity of some of the people who were using it (especially as they then lived outside Romania and were more exposed to these other races, and perhaps just naturally related to them with something they were more familiar with, that is gypsies) This usage has a rather dismissive tone or connotation in addition to being pejorative, of course, as it broadly lumps together large groups of unrelated peoples with little regard to their origin, based on superficial characteristics.
