I try to avoid slang (or colloquial?) terms if I am not hundred percent sure what it means. The last thing I want Wiktionary to do is to mislead the rare reader.
Anyways, we could start by providing the citations (preferably from books) and only then formulate a definition.

We definitely won't find this meaning in a book :D and I doubt its vague definition can be formulated from a couple of politicians calling each other პიტალო, because that's the only place I found where this is used.
