Hi Robert. Believe it or not, 豪州 is not Shinjitai but another phenomenon. Shinjitai are new simplified characters but both of these characters are old traditional characters. But they are traditional characters which are not included in the Tōyō list so were replaced with "similar" characters which were in the list.

Japanese Wikipedia has an article on this but English Wikipedia only covers it briefly as part of a larger article on Japanese writing. We probably want a way that can cope with these spellings systematically. — hippietrail 13:09, 19 December 2008 (UTC)
