Eh... no. No, it's not. This is very pointedly the endonym form of the name, as opposed to the version without the cedilla.

If we're just applying "exonym" to all placenames that aren't the original indigenous peoples' name for the place... that would be all place names on Earth apart from... no, it'd be all of them since we don't have the very first initial hunter/gatherers' forms.
