Claim of nothing but vandalism, but less than 10 edits a year (except 2009) prior to the full protection (in 2011) shows no such thing as a hot target for vandalism. If a few edits a year is high vandalism, there's a problem with wiktionary's measurement methods. Any hot vandalism occurred 2 years before protection, so it was late action that wasn't justified.

Further, an entry should be added for

1. (traffic control) Acronym of high occupancy or toll.
