the connection between "staggeringly rich" and "stagger" is the notion that the mere contemplation of the rich person's wealth is enough to make one "stagger". "staggeringly" can be used with many adjectives as an intensifier with a meaning like "astonishingly" "amazingly". If that isn't enough of an intensifier, the vulgar ones are also available.
