Yeah, I don't know. But if this is a gray area, then that's all the more reason to focus on the more objective behavioral issues, rather than sidetracking it with a discussion of motivation. If someone is either unable or unwilling to work in the Wiktionary community, then they shouldn't be an admin, even if they are acting in good faith; so there's no benefit in discussing the faith.
