From Middle High German [Term?], from Old High German fuogen, from Proto-Germanic *fōgijaną, from Proto-Indo-European *peh₂ḱ- (to join, attach), whence English peace and pact through Latin. Direct cognate with obsolete English fay, which is related to English fair.
