Etymology[edit]

perus- (base) +‎ kunta (municipality); coined in 2000 - 2005 by advocates of merging existing municipalities into much larger units; refers to the idea that the new, large and strong municipalities would be the principal structure that provides public services to citizens.

(As of Feb 2013 this term does not seem to have an established English translation; "basic municipality" has been used by Finland's largest newspaper Helsingin Sanomat on their English-language net pages, but it certainly requires an explanation when used in an English text for the first time)
