Probably from Arabic مُكَلَّف (mukallaf, entrusted with some task, obligated, responsible), which may have been used in Malta for some sort of administrative function. Sometimes also related to mħallef (judge), from Arabic مُحَلَّف (muḥallaf, juror), in which case the /k/ would have to be due to spelling pronunciation.
