Keep. It's a specific term used for children aged 5 - 13 in the Surf Lifesavers. I've changed the definition to match this. Not used for any child, just those in the program. I'll start adding some cites--Dmol (talk) 11:00, 25 May 2012 (UTC)[reply]

This definitely needs cites from independent, durably archived sources. A sense specific to an organization that is not recognized outside that organization doesn't seem dictionary worthy even if it does meet attestation. There is a rank in the cub/boy scout organizations called WEBELOS, which seems comparable and would be attestable, I think, though our standards for inclusion of an abbreviation are more relaxed.
