The exact definition of expressway varies by country. In Finland a moottoriliikennetie is a highway with access limited to same class of motor vehicles as in the case of moottoritie (“motorway”), that is vehicles constructed for speeds 40 km/h or higher. The technical standard of the road does not reach the qualifications of a motorway in some respect. The separation between directions may be missing, there may not be continuous multiple lanes to each direction or the shoulders may be too narrow.
