Inherited from Proto-Indo-Iranian *pramaHnam, from *pra- +‎ *maHnam, from Proto-Indo-European *meh₁nom, from *meh₁- (to measure). Cognate with Old Persian 𐎳𐎼𐎶𐎠𐎴𐎠 (framānā); see New Persian فرمان (farmân, decree).
