Unclear. Bulgarian Etymological Dictionary lists as possible origins:

• Inherited from Proto-Slavic *kutьlъ, whence also dial. Serbo-Croatian ку̏тао (“spade”), from the root of Proto-Slavic *kuti (“to hew”);
• Possibly borrowed from a Vulgar Latin reflex of Latin cotyla (“beaker”) or Ancient Greek κοτῠ́λη (kotúlē, “small vessel”), both viewed as phonetically unsatisfactory. True loanwords from this origin are Bulgarian чу́тура (čútura), чо́тра (čótra);
• Possibly borrowed from Greek κουτάλι (koutáli, “spoon”), viewed as semantically unsatisfactory.
