From Old Armenian չ-(čʿ-), from ոչ(očʿ), by losing the first letter.

  2. A negative prefix, appended to some verb roots.
    բերել (berel) — to bring
    չբեր (čber) — barren

As a negative prefix (sense 2) this is not productive anymore.
