Inherited from Proto-Turkic *ēlči; cognate with Kazakh елші (elşı), Kumyk элчи (elçi), Kyrgyz элчи (elci), Southern Altai элчи (elči), Turkmen ilçi, Uyghur ئەلچى (elchi) and Uzbek elchi. By surface analysis, ایل (ẹl, tribe, people, nation) +‎ ـچی (çı, -çi, occupational suffix).
