Etymology 1

Derived from the active participle of the verb رَعَى (raʕā, to graze, to tend a flock). From Proto-Semitic, from Proto-Afroasiatic *-raaʕ- (to move along). Cognate with Akkadian 𒉺𒇻 (rē'ûm) and Biblical Hebrew רֹעֶה (roʿɛ).
