Perhaps a variant of Cleveley, through an irregular development, or a possibly a habitational surname from a lost or unidentified place in Hampshire, from Old English clǣfre (“clover”) + lēah (“woodland clearing, glade”) and thus equivalent to clover + -ley (“lea”).
