When I hear Mountain Province natives (specifically the Kankanaey people) talking about Cagayan, they add a glottal stop to it (CagayɁan). I even asked one of them why they pronounced it that way and they didn't know, it's just innate.

It's Cagay-án. Maybe it's better to do both, but emphasize that this alternate pronunciation is only localized.

Pardon me from my intrusion, but I would like to add that this is not restricted to Mountain Province. My grandmother, an Ilocano native here in Adams, Ilocos Norte, also pronounce it as "Cagay-án".
