"Lüeyang" (with umlaut) is seemingly massively overwhelmed by "Lueyang" (without umalut) in actual usage, so much so that the English Wikipedia page is Lueyang County and the English langauge propaganda publishers/outlets of the CCP use "Lueyang". However, "Lüeyang" does seem to be the official name: "Hanzhong City 7 0.15 g Group II Lüeyang County" from Appendix A (a huge list of seismic data) in GB 50011-2010: Translated English of Chinese Standard. GB50011-2010: Code for Seismic Design of Buildings, at page 199. The vulgarized "Lveyang" variant has some representation, seemingly more than "Lüeyang" itself. Did not find evidence of Lyueyang.
