serious is just one possible adverb; should be either have designs, have designs on or even just something at designs. Mglovesfun (talk) 10:47, 3 July 2011 (UTC)[reply]

We should probably start with have designs on, which two idioms dictionaries have. This is a kind of light verb construction, some of which are included in Appendix:Collocations of do, have, make, and take. Syntactically it's an adjective. I think this a form of enallage.
