from "in a jam" (see §I 2018) according to https://idioms.thefreedictionary.com/jammed+up. 2004 definition which states that it's about legal or police problems: https://www.urbandictionary.com/define.php?term=jammed%20up. More reliable source attributing it to US, 1973: The Routledge Dictionary of Modern American Slang and Unconventional English (2008).
