Dictionaries mark it as derogatory, and yes, I would say that classifying a different language as so foreign and strange that it might as well come from the moon would offend its speakers a bit. It depends on the environment, context, and intent, but it's often used in jest online, especially by learners. e.g. I'm learning moonspeak to watch raw (unsubtitled) anime episodes.
