The meaning "one who cannot drive cars well" is surely regionalism. I'm a portuguese native (from Rio de Janeiro, Brazil) and never heard it. On the other side, in Rio, "someone who cannot drive cars well" is called "barbeiro" (barber), the one who actually uses a "navalha" (razor).
