Yes, it's Australian slang for poverty/a poor person/befitting a poor person. A partial definition is included in a Wiktionary appendix: Appendix:Australian English vocabulary (which lists 'pov' first, although that's far less common). 'Povvo' is a less common spelling. Usage is generally deprecating or self-deprecating. Many such terms in Australian slang are on the way out, as the Country becomes more progressive. However, 'povo' may be heading for entry into major dictionaries - the lightheartedness of the slang being perhaps more palatable than the word 'poor'.
