Questionable definition?

The def says: "the resource is inadequate to fit the needs of all, resulting in each competitor obtaining an equally partitioned amount and thus never the amount it needs". However, a resource that is inadequate to fit the needs of all might still fit the needs of some: e.g. lion needs 3, mouse needs 2; there is only 4 to go around; lion gets 3, mouse gets 1.
