This Wiktionary definition seems way too focused on illegal acts and acts specifically against prisoners.

Torture is the infliction of pain and suffering, with a view to coercing the recipient to reveal information or otherwise do things aginst their will. It is not limited to illegal acts, nor to governments. The acts are not necessarily well defined. I could torture my cat if I were so inclined, by pulling it's tail.
