KnowYourMeme connects this to a Seinfeld episode in which George loses his place in line and yells, "You know, we're living in a society! We're supposed to act in a civilized way!" Whether that's actually a point of origin or not, I do see this phrase used with that meaning (i.e., "society has mores, which should be adhered to").
