I would question no. 2, “a person who creates a Web site,” too. In my experience, webmaster of a site is the one in charge of its operation, regardless whether they designed it or whether it's currently under development. One who created it is its designer or developer, having the vocation web designer or web developer.
After writing that I see that OED agrees with me. AHD says that webmaster is an occupation, which I agree should be added as yet another sense.[1] Random House and M–W[2] group creation “or” maintenance together in one sense, similar to our no. 1. Michael Z. 2009-04-11 21:47 z
