Oi! Reviewing this some time later, I am angry at myself for not commenting this better.

The first two conditional checks prevent looping. The third was to prevent false positives in the various talk namespaces (i.e. "User talk:..." != "User_talk:...".) The fourth conditional is the #ifexist: thing for NS!=0. The final conditional was the #ifexist: thing for the main namespace. That is a lot of {}s.
