{{temp|recons}} tooltip

Re diff, the tooltip addition was requested at WT:Grease_pit/2012/January#Template:recons_feature_request. Is there any particular reason not to have it?

I don't think so, but I'm not sure if we can guarantee that it will show up everywhere it should. There is also that proposal that once all the templates are Lua-fied, we use * as part of the template parameter to indicate a reconstructed term, and do away with recons and such entirely.
