In general, Simpsons related subjects are encyclopedic and should not be in a dictionary at all. Exceptions are terms like cromulent which have entered the lexicon outside of the Simpsons universe. If you feel that Smithers has entered the lexicon independently of the Simpsons (in other contexts) then we can start a discussion about that on the requests for verification page and find citations which support that until it can be said to have met the criteria for inclusion.
