It is not a phoneme, it is an allophone of /h/. Phonemic IPA transcriptions are written between /slashes/ and phonetic (allophonic) transcriptions between [square brackets]. For example, the Finnish word kanta is phonemically /ˈkɑnt̪ɑ/, but the normally alveolar phoneme /n/ is realized as dental [n̪] before /t̪/, causing the word kanta to be phonetically [ˈkɑn̪t̪ɑ]. Since [ç] is not a phoneme, but rather an allophone of /h/ in Finnish, the "h" in vaihteluväli needs to be transcribed as [ç] between square brackets, but /h/ between slashes. If a Finnish word with h in it is transcribed with the IPA using slashes, then "ç" should not be used. 88.112.130.243 10:32, 18 May 2015 (UTC)[reply]
