Literally, "you said it and you said it". (using two different, synonymous verbs)

falou (you said it) + e (and) + disse (you said it)

  • falou (you said) is the third-person singular preterite indicative of falar (to say)
  • disse (you said) is the third-person singular preterite indicative of dizer (to say)

In this case, the third-person singular implies the use of você (you), thus actually referring to the interlocutor (second-person).
