From Persian, from Arabic إِدَارَة عُرْفِيَّة(ʾidāra ʿurfiyya, unofficial administration), from إِدَارَة(ʾidāra, administration) + عُرْفِيّ(ʿurfiyy, unofficial) (meaning “military” in حُكْم عُرْفِيّ(ḥukm ʿurfiyy, martial law) – whence Turkish örfi ).
