From สุข (sùk, health; welfare; well-being; etc) +‎ อภิบาล (à-pí-baan, to administer, to govern; to guard, to protect; etc); perhaps calque of English sanitary authority. Cognate with Khmer សុខាភិបាល (sokhaaphibaal), Lao ສຸຂາພິບານ (su khā phi bān).
