As stated above, it's "designed for use by an editor who does not recall which of the two categories exists". So if you're creating/editing an entry and wish to add the page to category:Idioms (or is it English idioms?) and Phrasebook (or is it English phrasebook?) and Phrases (or is it English phrases?) and Rhetorical questions (or is it English rhetorical questions?), this template will help.​—msh210 17:41, 2 February 2010 (UTC)Reply

The documentation explains it, or tries to. It's meant for use by someone who doesn't remember whether the appropriate category to use in a page is, e.g., category:French idioms or category:fr:Idioms. Using {{subst:categ|fr|idioms}} tries both and adds in the correct one.​—msh210 (talk) 18:53, 21 May 2013 (UTC)Reply
