  1. One who punishes.

2. In behavioral terms a punisher is an item used to reduce or extinguish a maladaptive behavior. A spanking would be a negative punisher and an m+m given as a reward for doing the appropriate thing would be a considered a positive punisher because it is being used to reduce a problem behavior
