пол- (pol-, half) +‎ двена́дцатый (dvenádcatyj, twelfth), with двена́дцатый (dvenádcatyj) in the genitive case, as with other words prefixed with пол- (pol-). Compare German halb zwölf (half past eleven, literally half twelve).
