Greater London

  1. An administrative region of England, combining the City of London and 32 London boroughs, including the City of Westminster, 3 Royal Boroughs and 28 London Boroughs.
  2. A ceremonial county of England, combining all of the administrative region except the City of London, which is its own ceremonial county.

Greater London is a sui generis administrative area, too populous to be an administrative county (of which Greater Manchester is the biggest, less than one third the size).
The City of London is also a sui generis administrative area, with much too small a population to be a borough (of which the smallest is Kensington and Chelsea, 16 times as big).
But City of London and Greater London are both ceremonial counties, by far the smallest and largest respectively, by population.

In processions with more than one, mayors are placed in order of the date the mayoralties were instituted. The very earliest recorded mayor in the UK was the Mayor (now Lord Mayor) of the City of London, described as "from time immemorial" but documented for well over 900 years, so he, mayor of less than 9,000 citizens, always leads the procession. Meanwhile, when first instituted, in 2000, the Mayor of Greater London, mayor of almost 9,000,000 citizens, brought up the rear, although due to a few more mayoralties having been granted since, he now has a few others behind him.
