- Theo thỏa-ước này thì Nhật-bản quyết-định trợ giúp cho VN một số bác-sĩ, chuyên-viên tới phục vụ[sic] tại Việt-Nam và cấp học-bổng để các bác-sĩ và y-tá Việt-Nam qua Nhật-bản nghiên cứu[sic], tu nghiệp[sic]. Ngoài ra Nhật-bản còn xây cất một khu giải-phẫu thần-kinh và trang-bị dụng-cụ y-khoa giúp Việt-Nam. Được biết Chánh-phủ Nhật đã dự-trù một kinh-phí là 1.100.000 Mỹ-kim để thi hành phần đầu của chương-trình hợp-tác y-tế này.
- According to this agreement, Japan has decided to provide Vietnam with a number of doctors and specialists, as well as a grant for Vietnamese doctors and nurses to study and work in Japan. Furthermore, Japan was to build a mental surgery department and supply medical equipment to Vietnam. It is reported that the Japanese Government has earmarked a budget of USD 1,100,000 for the first stage of this collaborative medical program.
