From a Germanic given name consisting of Frankish *filu (many, from Proto-Germanic *felu) +‎ *berht (bright, from Proto-Germanic *berhtaz). The spelling with Ph instead of F is due to influence of the given name Philippe.

Cognates of *berht include English bright and given names containing bert like Robert, Albert, Berthold etc.
