It seems to be.
《漢語方言大詞典》: ③ 長出霉斑,發霉。㊀客話。廣東從化呂田[fat22 mɔ44]。㊁粵語。廣東廣州[fat33 mou21-55]。廣東番禺市橋[fat33 mou31-55]、從化[fak23-33 mou22-55]、佛山[fat33 mou42-55]、高明明城[fat33 mou455]、新會[fat33 mbou23]、台山[fat33 buɔi22] (fat boy)、恩平牛江[fat33 mbou55].
《實用廣州話分類詞典》: 發毛 faat3 mou4-1 發黴(黴絲如白色茸毛)。
《廣東俗語考》(1933): 物敗生白曰發殕。
《粵音正讀》:發殕-1, 2, 3, 4 (last one is irrelevant)。
粵語正字: 殕。
Whether it is from 毛 or 殕 is hard to say for sure. 毛 for mold is common too (e.g. Mandarin 長毛), and the tone change mou4-1 is also found in many other compounds. 殕 seems more likely though as its use is more widespread - Mandarin (), Wu, Min, etc. Wyang (talk) 03:57, 11 November 2016 (UTC)Reply
