The judicial branch of the United States government is the only "social justice circle" that I can identify. It is a societal institution, and its purpose is to administer justice, and its participants form webs of relationships (making it a "circle"). Frankly, when I hear "social justice circle," it sounds like a concept invented by the alt-right as a pejorative label to affix to people who espouse progressive political ideas. Like the similar-sounding "social justice warrior," which is also an petulant expression used to vilify citizens who work for the sake of causes despised by the alt-right. You don't think there are judicial institutions outside of the US? — In any case, people who gleefully and militantly engage in "callout culture" act like they are helping society while actually just promoting malice and spite; so there is a real need for terms like "SJW" to define this kind of behaviour.
