The Stratfor Glossary of Useful, Baffling and Strange Intelligence (leaked via WikiLeaks) suggests that this might, in espionage, be a synonym of gatekeeper, i.e. one who controls access to an organisation. I can't easily find evidence in Google Books. Equinox ◑ 12:59, 15 April 2020 (UTC)
