It usually suggests a person attacking or criticising another person very tenaciously: "I gotta cater to his needs or she'll be on my case like stink on shit"; "Internal Affairs would have been all over him like stink on shit"; "Now the Feds are on ya like stink on shit even before the paper is cut"; "In drawing a comparison, if what happened to the White male in recent times had happened to the Black male, I'm here to tell you a loudmouth like Al Sharpton would have been on it like stink on shit, hollering his gluteus off".
